J. Ryan graduated Boston College in 1978 with a double major in Psychology and Political Science. Earning his J.D. accelerated legal education program. He has been licensed with the state bar since 1981. He is currently

the U.S. Tax Court. He attended Church College of Hawaii, Laie, Hawaii from 1959 - 1961 where Arts degree with dual major in Political Science and Economics. Following that, Jay attended Arizona State University College of Law
