  • Our office was founded in 1917 by a Private Act passed by the Tennessee General Assembly. We are the third oldest law firm in the United States. Tennessee State Senator Samuel O. Bates proposed the establishment of a public defense system in Shelby County following his defense of a black man accused of killing a white woman in Dyer County, Tennessee in 1915. The case had been moved to Memphis and Bates was appointed to the case. His own investigation found that his client, Robert Davis, did not commit murder. Davis was acquitted and freed. Today, we are the largest criminal defense law firm in Tennessee with 140 lawyers and professionals representing more than 30,000 people each year.
