This paper analyzes the exacerbation of energy poverty in the Southern United States under climate change, highlighting the inadequacy of LIHEAP funding allocation in addressing these challenges. It recommends optimizing LIHEAP funding distribution to better support low-income households, promoting energy efficiency improvement programs, and leveraging technological innovation to assess and address energy burden. The ultimate goal is to ensure affordable energy access for all families in the face of climate change impacts. This includes prioritizing vulnerable populations and developing targeted interventions to mitigate the effects of extreme weather events.
